EVV Implementation Overview
On December 12, 2016, the 21st Century Cures Act was signed that mandates that all Medicaid administering states implement an electronic visit verification (EVV) program for all personal care services and home health services that require in-home services. The 21st Century Cures act requires that states implement EVV for all personal care services by January 1, 2020 and Home Health services by January 1, 2023.
The Department of Social Services (DSS), their Medicaid Management Information System (MMIS) contractor Gainwell Technologies, and Sandata Technologies, Inc. have successfully implemented Connecticut's Electronic Visit Verification (EVV) for agencies providing services to the following waivers in the Connecticut Medical Assistance Program (CMAP):
Autism
Acquired Brain Injury (ABI)
Connecticut Home Care Program for Elders (CHC)
Mental Health Waiver
Personal Care Assistance (PCA)
Throughout the implementation of EVV, many enhancements and improvements to the EVV system have been made based on provider feedback. Among the enhancements and improvements made were the increase of time tolerance to reduce check-in and check-out exceptions, the ability to schedule visits without a prior authorization, the addition of additional optional service codes, the ability to capture as many client service locations as needed, and the ability to create a temporary client to utilize the scheduling feature. DSS continues to welcome comments and feedback from the provider community to improve the EVV program. DSS has been, and will continue to be, transparent with its rationales, intent and dissemination of information in and around this program.
